What Is Steamboat Legacy Scholarship (ESA)?

Wyoming's Steamboat Legacy Scholarship gives eligible Pre-K through grade 12 students $7,000 annually for education outside public school. The program is capped by a fixed state appropriation (~4,071 students statewide) rather than an enrollment number.

Program status: A lawsuit challenging the program's constitutionality is ongoing, but the Wyoming Supreme Court lifted a lower-court injunction, allowing the state to continue distributing funds. The 2026–27 application window opens July 6, 2026.
